The wording is not strong enough. The first sentence reads '...will be expected to'. This needs to be replaced by one simple mandatory word 'MUST'! I agree with the statement re infrastructure and mitigation measures but question the meaning of 'timely' in its current context. This expression is open to debate as to its meaning.
