Site should not be included as in principle objection due to overriding importance of green belt, poorly performing in terms of Spatial Strategy/Sustainability Appraisal, categorisation questionable. Inadequate regard for countryside encroachment, landscape impacts, topographical constraints, traffic impacts including on Conservation Area, or infrastructure requirements. Green belt boundary poorly defined. Quantum of housing not justified by viability assessment. Poor accessibility. Sports development not defined or appraised for impacts, no comparative assessment of locations.
Concept masterplan need strengthening to refer to important features that may need to be retained/constraints, safeguard landscape/biodiversity, secure new planting/green framework, limit extent of development, consider densities and accessibility to sports facilities.

Q23 - Inclusion of Site 8 Hampton Road / Concept Masterplan

Site 8 Hampton Road should not be included as allocated site:

* In principle objection
* Poorly performing site in terms of Spatial Strategy / Sustainability Appraisal
* Categorisation under the site selection process is questionable
* The value of the Green Belt is of overriding importance
* Inadequate regard has been paid to open countryside (significant encroachment) and landscape (value / capacity) matters
* Inadequate consideration has been given to traffic impacts including effects on the Conservation Area
* Other infrastructure impacts have not been adequately addressed
* The Green Belt boundary would be poorly defined
* The extent / quantum of the proposed housing has not been justified by a viability assessment
* Accessibility is poor
* Topographical constraints have not been addressed
* The proposed sports development and its impact have not been properly defined or appraised
* There is no assessment as to whether the proposed sports development would be proportional
* There is no comparative assessment of potential locations for the sports development including sites beyond Site 8
* An overriding justification for the allocation has not been demonstrated

The concept masterplan for Site 8 Hampton Road needs strengthening to:

* refer to important features that may need to be retained
* give certainty over key aspects of the development
* safeguard important landscape / biodiversity assets
* secure new strategic planting
* limit the extent of development
* indicate how topographical constraints would be addressed
* address the appropriateness of transitional densities
* include a clear structural green framework with Public Open Space provision
* address accessibility to the community sports hub
