Representation Summary:

Site 9 should not be included as in principle objection due to overriding importance of green belt, poorly performing in terms of Spatial Strategy/Sustainability Appraisal. Inadequate regard for landscape value and capacity, traffic impacts. Quantum of housing in relation to community/infrastructure benefits, which are unclear, not justified by viability assessment. Large parts of site not accessible. Future of Arden Academy not resolved, suitability of replacement site not demonstrated, no clarity on need for primary school. Option 1 poorly integrated with existing built-up area.
Concept masterplans need strengthening to refer to important features that may need to be retained/constraints, safeguard landscape/biodiversity, secure new structural planting/ provision of open space and wildlife corridors, limit extent of development, consider densities, confirm position of Lansdowne House and introduce appropriateness of Supplementary Planning Guidance/Design Coding.

Q24 - Site 9 Land South of Knowle / Concept Masterplan

Site 9 Land South of Knowle should not be included as an allocated site:

* In principle objection
* Poorly performing site in terms of Spatial Strategy / Sustainability Appraisal
* The value of the Green Belt is of overriding importance
* Inadequate regard has been paid to landscape value and capacity
* The extent / quantum of the proposed housing in relation to delivery of community benefits and infrastructure has not been justified by a viability assessment
* Large parts of the site have been identified as "not accessible" (Accessibility Study)
* The future of Arden Academy remains unresolved
* Community benefits and any overriding justification are unclear
* There would be poor integration with the existing built-up area (Option 1)
* The suitability of the replacement Academy site has not been demonstrated
* There is lack of clarity regarding the proposed primary school - new or replacement
* Inadequate consideration has been given to traffic impacts

The concept masterplan for Site 9 Land South of Knowle needs strengthening to:

* refer to important features that may need to be retained
* give certainty over key aspects of the development
* safeguard important landscape / biodiversity assets
* secure strong new structural planting
* limit the extent of development notably in the southern part of the site
* indicate how topographical constraints would be addressed
* address the appropriateness of transitional densities
* clarify provision regarding Public Open Space and wildlife corridors
* confirm the future position regarding Landsdowne House (brownfield land)
* introduce the appropriateness of Supplementary Planning Guidance or Design Coding
