Draft Local Plan - Supplementary Consultation

Representation ID: 8883

Received: 15/03/2019

Respondent: Gemma Blanco

Representation Summary:

Froglane should not be included as it promotes erosion of intrinsic green belt and habitat, contradicts 'settlement first approach' (paragraph 7) and would set a precedent for future/adjacent greenfield developments. It is not ideally situated to transport links and local amenities, promoting reliance on vehicles, negatively impacting on a rural environment. Close proximity to school - increased traffic on an already congested road - threatening children's lives.

The Frog lane development should not be included in the masterplan. It directly contradicts the residents feedback from the NDP Survey where 77% of residents agreed that Balsall Street East should be the Southern most boundary to the village. Frog lane is an intrinsic natural habitat to a diverse wildlife adjacent important local green space and recreational fields. In a 'settlement first' approach (paragraph 97), to amend the Green Belt boundary would supports the maintenance of the existing Green Belt boundary to the southwest of Balsall Common and therefore negates the erosion of that boundary by this froglane development proposed. The development of greenfield on Frog Lane would set a precedent for future developments and promote further erosion of adjacent green belt. The Frog Lane site is a narrow country lane on the edge of Balsall Common village and is not located near transport links or local village amenities. New residents will be completely reliant on vehicles. The access point to the frog lane development on Balsall Street East is a highly congested road situated next to a primary school. Not only will the increased emission gases from an extra 150-300 cars have a detrimental effect on the environment and adjacent greenbelt, but will also have direct impact on the health of over 750 pupils that attend Balsall Common Primary School. Increased traffic in an already congested area where 750 children cross to walk to school everyday is an unnecessary risk to their lives. The frog lane proposal comes with zero infrastructure and will add to the infrastructure challenges listed in Q3.
