Solihull Housing Plan for Balsall Common

To contemplate building 1350 houses in Balsall Common beggars belief .The impact on the Village of what could be 4000 extra residents and 2700 cars is just so ridiculous that if someone had said it' s April 1st ,you could understand the joke.
The Roads and Lanes around the Village are so noticeably busier over the last 2 years as some small sites have been built(These 200 or so houses) and residents are bracing themselves for the impact of the two current builds on the Kenilworth Rd by Kelsey Lane . These 2 Sites pale into insignificance on their impact on the village
when the Borough are talking about not 200 house but 1350.!!
Everyone you speak to at mtgs like Councillors ,employees at the Council are saying quietly 'don't quote me but i agree it is ridiculous to think the Village of Balsall Common can absorb numbers on this scale.'
They even utter observations that 'it would not be allowed to proceed even to this stage in Knowle of heaven forbid Dorridge where the MP lives.'
If Housing has to be found but not on the scale of 1350, there are other areas on the outskirts of the Village eg Oak Farm area where housing could be sited ,still on bus routes etc.

To declare my interest ,i live on Meeting House Lane .It is a LANE with no pavements on the bottom half so for any body to seriously consider building homes in this vicinity which will result in Meeting House lane becoming a thoroughfare to and from the Village is either choosing to shut their eyes to the known impact or someone that is deliberately not considering the impact on existing residents and road /lane capacities.
In all my life and i am 69 ,i have never read about such a ridiculous idea to build 1350 homes in Balsall Common .The village has grown enormously over the last 10 ten years and is starting to show signs of maximum capacity .As i said earlier with the current developments on the Kenilworth Rd ,we are bracing ourselves to the detrimental impact this will have on the Village environs. BUT no-one is listening or choosing not to listen.What are the chances of anyone listening to the impact of a further 1350 ,sadly very little . I hope my faith in human nature will be restored and some common sense will come to the fore by the Planners.

I am a Balsall Common resident Kelsey Lane.

I believe the Residents of Balsall common have already been subjected to a significant loss of our Greenery from the slow and drip like infill of the recent years. We are experiencing a significant increase in traffic from the general developments of the area more recently the Kenilworth road. My road, Kelsey lane used to have a very gentle rural flow of traffic and is now regularly at a complete gridlock. Both myself and husband are doctors who are required on-call to get to our hospitals within 25minutes for trauma cases - within the last 6months the traffic has increased so that on occasion we have been unable to exit our own driveway. The traffic flow this end of town particularly at rush hour times is not coping with the current flow. To increase this volume would be madness.

Furthermore:

I am responding to the Council's Draft Local Plan with specific reference to Q15:

I wish to object to the development of site 3 (Kenilworth Road, Balsall Common) and would propose that serious consideration be given to the development of site 240 (Wootton Green Lane, Balsall Common), as an alternative.

The reasons for my objection are below, based on the outcome of the investigations undertaken by the BARRAGE action group and as such the evidence and supporting information can be found in their report.

1) Balsall Common fails to meet the Council's own specified criteria for high frequency public transport and therefore is not a settlement with good accessibility. As such, the allocation of circa 20% of new housing in the Borough to Balsall Common, is in breach of SMBC's policy that "all new development should be focused in the most accessible locations".

2) Moreover it is a settlement with limited employment opportunities and therefore most people have to commute to work by car. A significant expansion will add unnecessary pressure to the road network as well adding to the carbon footprint. There are no proposed Sprint Runs to mitigate for this.

3) The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the "very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated.

4) The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to the main employment centres.

5) The development of site 3 (200 units), in addition to the two sites currently under construction on the Kenilworth Road (115 units), will inevitably cause delays to drivers trying to access the A452. As a consequence, the risk of accidents will increase as drivers attempt to exit these sites in a situation even more difficult than it is today. Windmill Lane will become even more of a "rat run".

6) Site 3 scores poorly in relation to all accessibility criteria, as defined by SMBC, apart from the Primary School. As such most journeys to the shops, medical centre and railway station will have to be by car, adding to the existing congestion and parking difficulties

7) To alter the boundaries surrounding the Crest Nicholson developments on the Kenilworth Road (sites 22 and 23), in order to develop site 3, would directly contravene National policy, as these boundaries were regarded as permanent.

8) The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

9) Using the same criteria as the Council to assess sites, part- PDL site 240 outperforms site 3. Given that the area is larger than site 3, this site should be re-assessed by the Council with a view to allocation instead of site 3.

10) The phasing of all 3 proposed allocations for development to take place in years 1 - 5, at the same time as HS2 and the site at Riddings Hill, will place intolerable strain on the settlement. There will be insufficient time to effectively plan for and deliver the necessary improvements to both infrastructure and facilities, which are already overstretched. In particular, the current Primary School provision is wholly inadequate. This directly contravenes SMBC's stated intent to "manage the growth."

In light of the above, I would support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

3) The phasing of any development must recognise the impact and disruption of HS2

4) The necessary infrastructure to support any significant expansion must be identified and planned for alongside any development

5) SMBC consults on ALL PDL SITES, which fall within or are adjacent to Balsall Common, with a view to potential allocation with immediate effect to ensure the community is fully engaged

6) Site 3 is removed from the Draft Local Plan as it is not compliant with both National and Borough planning policies and, as such, is not sustainable.

I am responding to the Council's Draft Local Plan with specific reference to Q15:
"Do you believe we are planning to build homes in the right locations? If not why not, and which locations do you believe shouldn't be included? Are there any other locations that you think should be included?"
I wish to object to the development of site 3 (Kenilworth Road, Balsall Common) and would propose that serious consideration be given to the development of site 240 (Wootton Green Lane, Balsall Common), as an alternative.

On a personal note any development on the site adjacent to the "Doctors Surgery" located on Hall meadow Lane / Riddings Hill will result in a significant decrease to the already low levels of light available in my North Facing property and would therefore have a detrimental impact on my families right to light and general well-being.

The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the "very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated. If Balsall Common must be subjected to yet more unwanted development, it seems ridiculous that greenbelt can be released when there are so many other brownfield sites available.

Balsall Common fails to meet the Council's own specified criteria for high frequency public transport and therefore is not a settlement with good accessibility. As such, the allocation of circa 20% of new housing in the Borough to Balsall Common, is in breach of SMBC's policy that "all new development should be focused in the most accessible locations".

Buses to and from the village are infrequent (1 an hour) and there is such heavy demand for the train service from Berkswell station that trains are often full to capacity. The inadequate parking at the train station results in neighbouring roads being used as car parks for the full day and over night having a negative impact on movement around the edge of the village.

Within Balsall Common itself, roads are often grid locked, particularly at rush hours and school run times or when a nearby major road has issues and traffic diverts through the village. Parking in the village is extremely limited and it is difficult to actually get to the amenities due to volume of traffic.

The addition of new housing on the Kenilworth Road has resulted in traffic jams and extra pressure on an already burdened infrastructure. To add to this on this side of the village seems absurd. The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to main employment centres.

The local primary school has already had to expand to take in more students and is already oversubscribed and bursting at its seams. As a result, the quality of education and care that the children are receiving is diminishing.Traffic around the school is a huge danger to the young children. Cars park all the way down Alder Lane towards the traffic lights, down Balsall Street East, Holly Lane, Gypsy Lane and throughout all of the housing estate near the school, resulting in cars being damaged and grid locked roads. There is often no crossing patrol and to cross the Kenilworth Road and Holly Road as an adult, you take your life into your own hands!

As site 3 is a considerable distance from the schools and amenities, there would undoubtedly be a huge increase in volume of traffic as it would be considered too far to walk.

Since moving from Coventry, I have been appalled at the lack of provision and access to the NHS at our local doctors. To get an appointment within a week is virtually unheard of and getting care for my three children has been extremely difficult. The difference in accessibility to this care in comparison to Coventry has been eye opening. My parents were turned away from Balsall Common doctors when my one year old daughter became lifeless and drowsy as they were told there were no appointments and they would be taking up a valuable emergency appointment for someone else. It was suggested that they visited a walk in centre with her instead to alleviate pressure at her own doctors. On arrival at Coventry walk in centre, she was rushed to Walsgrave and then to Birmingham Children's Hospital where she underwent 3 major stomach operations and spent the next five weeks hospitalised. Her consultant explained that the delay could well have been fatal and they spent several hours stabilising her before she could be operated on. Whilst in hospital caring for her, my middle daughter got a chronic ear infection and my parents were again refused an appointment as there were none available. From my experience, this is not a doctors with capacity to expand as they are unable to treat the patients that they have got.

I live two fields away from the current development on the A452 and have been astounded by the constant noise from the construction. The vibrations from the pile drilling can be felt and heard in the house with the windows closed and I can only imagine what this noise would be like if it was right next door. The quality of life for my family through this proposed building period would be greatly damaged.

Since I moved here 4 years ago, I have had the pleasure of being able to show my children all kinds of different wildlife. The field is constantly used by a range of birds of prey, owls, herons, deers, a family of foxes, rabbits and bats along with many others that we haven't been privileged enough to see, I am sure. It is both disappointing and outrageous to hear that the developers are informing potential buyers that the conditions of planning to protect the Great Crested Newts on the current Kenilworth Rd development no longer need to be adhered to as they have made a financial arrangement with the Council. This makes a mockery of the planning process and laws surrounding protected species. The abundant wildlife in site 3 will be damaged under this proposal.

The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

Expanding Balsall Common this much will result in an increase in factors detrimental to our health and quality of life, with increased traffic, road noise and poorer air quality. The beauty of the village with its open countryside and fantastic greenbelt would be destroyed by these proposals.

In light of the above, I would support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

Much of the appeal of living in Wellfield Close, is the open countryside views and feeling of space and tranquility that one gets at the edge of the village. Having the field next door was a huge attraction to us when we purchased the house and we were pleased to learn that it was protected greenbelt. I chose a house that wasn't overlooked or part of a housing estate to give ourselves and our three young children the best quality of life growing up. Building houses right next door would greatly affect our way of life. Our house is situated so close to the boundary hedgerow that the new houses would be in close proximity to us. Whilst I really hope that you remove site 3 from these current proposals, should the council choose to ignore the protection of greenbelt and the views/knowledge of the local community and go ahead with building work at site 3, then I hope that you would consider greatly reducing the impact of these buildings on our home and be open to discuss possible strategies that might alleviate our concerns.

Since moving from Coventry, I have been appalled at the lack of provision and access to the NHS at our local doctors. To get an appointment within a week is virtually unheard of and getting care for my three children has been extremely difficult. The difference in accessibility to this care in comparison to Coventry has been eye opening. My parents were turned away from Balsall Common doctors when my one year old daughter became lifeless and drowsy as they were told there were no appointments and they would be taking up a valuable emergency appointment for someone else. It was suggested that they visited a walk in centre with her instead to alleviate pressure at her own doctors. On arrival at Coventry walk in centre, she was rushed to Walsgrave and then to Birmingham Children's Hospital where she underwent 3 major stomach operations and spent the next five weeks hospitalised. Her consultant explained that the delay could well have been fatal and they spent several hours stabilising her before she could be operated on. Whilst in hospital caring for her, my middle daughter got a chronic ear infection and my parents were again refused an appointment as there were none available. From my experience, this is not a doctors with capacity to expand as they are unable to treat the patients that they have got.

I live two fields away from the current development on the A452 and have been astounded by the constant noise from the construction. The vibrations from the pile drilling can be felt and heard in the house with the windows closed and I can only imagine what this noise would be like if it was right next door. The quality of life for my family through this proposed building period would be greatly damaged.

Since I moved here 4 years ago, I have had the pleasure of being able to show my children all kinds of different wildlife. The field is constantly used by a range of birds of prey, owls, herons, deers, a family of foxes, rabbits and bats along with many others that we haven't been privileged enough to see, I am sure. It is both disappointing and outrageous to hear that the developers are informing potential buyers that the conditions of planning to protect the Great Crested Newts on the current Kenilworth Rd development no longer need to be adhered to as they have made a financial arrangement with the Council. This makes a mockery of the planning process and laws surrounding protected species. The abundant wildlife in site 3 will be damaged under this proposal.

The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

Expanding Balsall Common this much will result in an increase in factors detrimental to our health and quality of life, with increased traffic, road noise and poorer air quality. The beauty of the village with its open countryside and fantastic greenbelt would be destroyed by these proposals.

In light of the above, I would support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

3) The phasing of any development must recognise the impact and disruption of HS2

4) The necessary infrastructure to support any significant expansion must be identified and planned for alongside any development

5) SMBC consults on ALL PDL SITES, which fall within or are adjacent to Balsall Common, with a view to potential allocation with immediate effect to ensure the community is fully engaged

6) Site 3 is removed from the Draft Local Plan as it is not compliant with both National and Borough planning policies and, as such, is not sustainable.

Much of the appeal of living in Wellfield Close, is the open countryside views and feeling of space and tranquility that one gets at the edge of the village. Having the field next door was a huge attraction to us when we purchased the house and we were pleased to learn that it was protected greenbelt. I chose a house that wasn't overlooked or part of a housing estate to give ourselves and our three young children the best quality of life growing up. Building houses right next door would greatly affect our way of life. Our house is situated so close to the boundary hedgerow that the new houses would be in close proximity to us. Whilst I really hope that you remove site 3 from these current proposals, should the council choose to ignore the protection of greenbelt and the views/knowledge of the local community and go ahead with building work at site 3, then I hope that you would consider greatly reducing the impact of these buildings on our home and be open to discuss possible strategies that might alleviate our concerns

2) Moreover it is a settlement with limited employment opportunities and therefore most people have to commute to work by car. A significant expansion will add unnecessary pressure to the road network as well adding to the carbon footprint. There are no proposed Sprint Runs to mitigate for this.

3) The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the"very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated.

4) The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to the main employment centres.

5) The development of site 3 (200 units), in addition to the two sites currently under construction on the Kenilworth Road (115 units), will inevitably cause delays to drivers trying to access the A452. Solihull Local Plan review - particular interest in Shirley and Allocation 13
Please find my own thoughts on some of the proposals put forward for the new local plan. I am a resident of Shirley and live on Blackford Road (B4102) so these proposals do raise some concerns.

* I believe that the density of proposals affecting Shirley South is too high. Allocations 4, 11, 12, 13 will all have a very large impact on the area with respect to transport, schooling and healthcare facilities such as GPs in what is an already congested and high density of dwellings area.
* As a resident of Blackford Road my main concern is the huge increase in traffic that this will bring. Without clear proposals regarding road infrastructure and transport it is difficult to see the positives going forward of any development. Although I am not against the building of new homes completely.
* Blackford Road has a history of structural problems and has been repaired 4 times since I have lived here (2010), once closed for 6 weeks. I don't believe this route is viable if traffic is going to increase.
* If the road infrastructure was reviewed BEFORE building, more effort could be made to modify the roundabout system at the end of Dickens Heath Road to promote the use of Dog Kennel Lane which would then disperse traffic across a number of routes into Solihull and beyond. Any development could be built meaning new residents are not fronting straight onto the road and negative impact to them would be minimised too
* Allocation 13 reduces the buffer between Shirley and Dickens Heath too much. This is not seen elsewhere in the borough.
* Allocation 12 and 13 are not currently well served by public transport - in fact they are quite far away from the local train stations (Shirley and Whitlocks End), too far for most people to walk. Shirley and Whitlocks End both have carparks that cannot meet existing demand and it is currently not safe to cycle due to the poor road layout in the area (particularly leaving Dickens Heath towards Whitlocks End).
* All Shirley sites would not obviously benefit from HS2 - should there be a greater effort to place housing within reach of this valuable new route?
* I am very against Allocation 13 being adopted in this plan. It currently is accessible to all, offers a near "rural" experience within walking distance of most Shirley residents and is not currently served well by the existing road network. Too much habitat for wildlife will be lost and the infrastructure changes needed would be great and disruptive.
* Allocation 13 is a valuable habitat and maintains a healthy buffer and green corridor to de-lineate Shirley from Dickens Heath so the two areas can maintain their distinct community identity.
* Allocation 13 would remove accessible amenity land from some of the most affordable homes in the area and seems to work against the promotion of healthy lifestyles for all. Please look again at this as a proposal.
* I would like to see a reduction in the allocation burden on the Shirley area overall and particularly want Allocation 13 dropped.
* I would like to see a more even spread across the borough - perhaps in the form of smaller developments to include houses that are affordable in the more affluent/expensive areas.
* I would like a reassurance that the council will protect as many green spaces as possible including hedges and trees on existing roads to maintain the motto of Solihull Urbs in Rure. These enhance the experience of living in the borough and can aid the pollution problem caused by congested roads if maintained and planted well.



I thought I would try to put forward some positives.

* The council look like they are going to use the B4102 as a main route into Solihull. The road network using the Monkspath Hall route is already in a much better state to take additional traffic and delivers the road user to an area of parking with close links into the centre of town (and possibly to the new train station if it moves). The properties built in this area tend to have been built away from the main road and this could mean detrimental impact is minimised to residents (unlike around Blackford Road and Tanworth Lane which both have a range of aged properties that front directly onto the road with small front gardens.) The Monkspath Hall route support enhanced bus routes into Solihull. In fact if the station were there a new transport hub could be created and the land made available at the existing station given over to home building.
* Monkspath Hall Carparks take up a very large area of land - if the carpark was made multi- could land be released to build affordable flats? If affordable these homes could potentially serve the workers of the service industries in the town centre and might be an attractive proposition to the young of the borough. They would not need public transport or cars to access all that Solihull has to offer re. work and recreation but would have the benefit of great connectivity to Birmingham and London .
* Don't expand Touchwood for retail but put homes there instead. Touchwood is expensive for businesses to rent and increasing numbers of shops are leaving to set up elsewhere (for example Sports Direct which is moving to Shirley). If there are already empty retail units why make it bigger? Provide flats.
* Make any infrastructure changes before building commences. Don't leave it to the developers - they will do what is affordable to them not what is needed by the communities affected.
* The council needs to stop paying lip service to cycling and make it viable to those who are too fearful of the dangers. A dedicated cycle route into Solihull from the areas affected by the proposed sites e.g off the Stratford road, through Hillfield park. It is not enough to just paint some lines on an existing road.
* The council need to incentivise people to leave their cars at home/lift share.
* Parking permits should be introduced in the most congested areas eg Dickens Heath and the centre of Solihull - it might make people think twice about having a car and parking it on the roads if this were in place.
* Make Blythe Valley the new Dickens Heath by placing Allocation 13 houses there in addition to those already granted.
* Use the NEC carparks for housing and make multi storeys instead - this puts the new homes within reach of HS2.
* Enhance Shirley by placing more homes above the retail units on the Stratford Road for the benefit of the workers in the shops and businesses. This will enhance the feel of Shirley.
* Make protecting green spaces however small a priority. Even a hedge can enhance a road that might otherwise experience busy traffic.

OBJECTION to site 3, Kenilworth Road/Windmill Lane, Balsall Common

I am responding to the Council's Draft Local Plan with specific reference to Q15:
"Do you believe we are planning to build homes in the right locations? If not why not, and which locations do you believe shouldn't be included? Are there any other locations that you think should be included?"

I wish to object to the development of site 3 (Kenilworth Road, Balsall Common) and would propose that serious consideration be given to the development of site 240 (Wootton Green Lane, Balsall Common), as an alternative.

The reasons for my objection are below, based on the outcome of the investigations undertaken by the BARRAGE action group and as such the evidence and supporting information can be found in their report.

1) Balsall Common fails to meet the Council's own specified criteria for high frequency public transport and therefore is not a settlement with good accessibility. As such, the allocation of circa 20% of new housing in the Borough to Balsall Common, is in breach of SMBC's policy that "all new development should be focused in the most accessible locations".

2) Moreover it is a settlement with limited employment opportunities and therefore most people have to commute to work by car. A significant expansion will add unnecessary pressure to the road network as well adding to the carbon footprint. There are no proposed Sprint Runs to mitigate for this.

3) The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the "very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated.

4) The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to the main employment centres.

5) The development of site 3 (200 units), in addition to the two sites currently under construction on the Kenilworth Road (115 units), will inevitably cause delays to drivers trying to access the A452. As a consequence, the risk of accidents will increase as drivers attempt to exit these sites in a situation even more difficult than it is today. Windmill Lane will become even more of a "rat run".

6) Site 3 scores poorly in relation to all accessibility criteria, as defined by SMBC, apart from the Primary School. As such most journeys to the shops, medical centre and railway station will have to be by car, adding to the existing congestion and parking difficulties

7) To alter the boundaries surrounding the Crest Nicholson developments on the Kenilworth Road (sites 22 and 23), in order to develop site 3, would directly contravene National policy, as these boundaries were regarded as permanent.

8) The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

9) Using the same criteria as the Council to assess sites, part- PDL site 240 outperforms site 3. Given that the area is larger than site 3, this site should be re-assessed by the Council with a view to allocation instead of site 3.

10) The phasing of all 3 proposed allocations for development to take place in years 1 - 5, at the same time as HS2 and the site at Riddings Hill, will place intolerable strain on the settlement. There will be insufficient time to effectively plan for and deliver the necessary improvements to both infrastructure and facilities, which are already overstretched. In particular, the current Primary School provision is wholly inadequate. This directly contravenes SMBC's stated intent to "manage the growth."

In light of the above, I would support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

3) The phasing of any development must recognise the impact and disruption of HS2

4) The necessary infrastructure to support any significant expansion must be identified and planned for alongside any development

5) SMBC consults on ALL PDL SITES, which fall within or are adjacent to Balsall Common, with a view to potential allocation with immediate effect to ensure the community is fully engaged

6) Site 3 is removed from the Draft Local Plan as it is not compliant with both National and Borough planning policies and, as such, is not sustainable.




I also wish to add that the building of the houses on the Kenilworth Road has bought me the following:

1) two cars that are permanently dirty due to the dust from the building site
2) the windows to my house and window sills are again permanently dirty, from all the dust from the building site
3) my guttering has clumps of grass, mud and debris that were thrown into it when building work commenced in the field adjacent to my house
4) my back lawn looks like a building site from all the mole hills in it. Since all the building work disturbed it's natural home, it has moved into my back garden.
5) the traffic has got considerably worse, as has the speed of the drivers that use the Kenilworth Road. I have had two near misses where I have pulled out of Welsh Road onto the Kenilworth Road and the car behind me, has nearly driven into the back of my car.

Every day now, the traffic regularly goes all the way back from the traffic lights on the Kenilworth Road, all the way down to Eveson's.

The new white gates with the 50 speed limit signs look very nice, but that is not much consolation to those of us who live on the Kenilworth Road and have to use it day in, day out.

Although my points 1 to 4 are temporary and will cease once the building work has finished, my traffic concerns unfortunately will not be.

I am responding to the Council's plan, ref Q15, specifically to the proposal to build 200 homes on site 3, greenbelt land, when PDL site 240 'Wooton Green Lane' appears to have been overlooked by the Council.
I support BARRAGE action group's report, and comments and proposals therein.
Additionally I would add that while more, particularly affordable, housing is required in, or near to Balsall Common, that does not mean at any or unnecessary cost to the neighbourhood or the community. With detailed planning for HS2 yet to be made and revealed to us, justification for this current building plan seems mixed, muddled and plain wrong in places. As a result it also appears to be morally wrong; which I know is no legal objection but is a strong and widespread feeling of many.

Public transport is very infrequent and does not have stops near the station. The Observer article serves to highlight the poor transport within Berkswell and Balsall common village.Extra housing in the village will only increase road useage by car and increase burden on the hot spot areas as described above.

3) The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the "very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated.

Proposed Housing - General objections.
I object to the total of 1,150 proposed new houses for a number of reasons:-

1. The total is way in excess of what can sensibly be assimilated into the village without dramatically and detrimentally changing the village into what is effectively a town. The 2011 census reported a population in Balsall Common of 7,039. The same census recorded an average of 2.3 people per household. It can therefore be expected that 1,150 new homes would add around 2,645 residents. An increase of 37.5% over the 2011 census population. Even accepting the population of Balsall Common has grown since the 2011 census, this increase cannot be absorbed into an already overcrowded and under-resourced village.
2. I believe there are other locations within the Borough more suited to build new homes. Examination of the Draft Local Plan Review Map shows that the proposed distribution of new homes in Solihull is not spread proportionally to the existing centres of population. There are some villages where little or no new homes are planned, whilst Balsall Common has been identified for far more than it can accommodate. A fairer and better spread would reduce the impact on existing communities.
3. The village does not have adequate resources to serve a substantial increase in population.
a. Medical/Welfare Facilities - The existing medical centre does not have the staff or buildings capacity to copy with the increase in residents that would arise from the new homes.
b. Schools - there are not enough places, buildings or facilities to accommodate the resultant demand for primary or secondary school places.
c. Shops - the existing retail shops in the centre of Balsall Common are inadequate. Berkswell has no real shopping facilities.
d. Parking - lack of public parking is already a major problem in areas such as the library, rear of Tesco's and along the shops in Balsall Common. Parking at the station is almost impossible much of the time due to lack of spaces and excess demand. As a result more and more cars park on the adjacent roads, such as Hallmeadow Road
e. Public Transport - As mentioned, Berkswell station lacks adequate parking and is crowded during the rush hour. It is clear to everyone using it, that is barely copes with demand from the current resident population. Buses are not regarded by most residents as a reliable or practical alternative, hence most people drive to their destinations.
f. Roads - most houses in Balsall and Berkswell possess at least one car. The existing roads are busy but cope with current demand. Even the main Kenilworth Road only experiences delays during rush hours. The remainder of the day and at weekends, traffic flows freely. However, the addition of hundreds more cars onto local roads as a result of over a thousand new houses will create a traffic problem.
4. It is vital that the Green Belt surrounding Balsall Common and Berkswell and in particular the Meriden Gap is retained and preserved. Not just in the short-term, but for future generations too. I believe the Council has strong responsibilities to not sacrifice the Meriden Gap to accommodate housing development. Releasing Green Belt piece by piece is an erosion of a valuable asset that we need. It delivers important environmental and social benefits. The National Planning Policy Framework clearly states that "Green Belt boundaries should only be changed in a Local Plan under "exceptional circumstances" and only permit most forms of development in "very special circumstances". I believe that the Council has the choice to locate the required number of new homes elsewhere within the Borough and to preserve the Green Belt and in particular Meriden Gap.
5. We, along with many residents, chose to pay a premium to live in this village, so we can enjoy all the benefits living in a rural community offers. The impact of 1,150 new homes will remove many of the reasons we made that choice. We understand we have to accept our fair share of new homes, but not the huge volume planned.
6. Bypass by default. Having lived with the blight of the prosed Balsall Common bypass for many years, we, like many, were relieved when common sense prevailed and it was removed from the local plan. The bypass is not required to cope with traffic demand. That is one of the reasons it was removed from the existing plan. However, the proposed housing developments will establish a new village boundary that will encourage re-instatement of the planned bypass line. Many more years of blight for residents.

Proposed Housing - Specific Site Objections

Barratt's Farm

I object to the proposed development of 800 new homes at Barratt's Farm for the following reasons:-

1. This would be a Green Belt development.
2. The quantity of houses is far more than Balsall Common & Berkswell can accommodate without detrimental impact
3. There is no infrastructure on that side of the village. Everything would have to be built, whereas there are alternative sites (e.g. Grange Farm) where major roads, etc. are already nearby.
4. Development at Barratt's Farm will move the village boundary and effectively create a new, much bigger village (town). Moving the boundary into Green Belt in this way will make it difficult or even impossible to successfully resist future applications to develop that side of the village.
5. This development will effectively establish a line that will tempt planners to re-introduce the bypass plans.
6. The development is scheduled to be spread over 15 years. We are already blighted by HS2 construction lasting around 10 years. This means for many residents 15 years of disruption from continual construction and development.

Windmill Lane

I object to the proposed development of 200 new homes at Barratt's Farm for the following reasons:-

1. A further 200 houses, in addition to those already being built on greenfield sites at Elysian Gardens will result in the complete sacrifice of the rural aspect at the Windmill Lane end of the village. Effectively the village will have crept south along the Kenilworth Road and expanded substantially.
2. The roads infrastructure is inadequate. Due to the hill on this part of the Kenilworth road, more cars turning into or out of new housing estates on the busy Kenilworth Road will be dangerous and likely cause delays. If the answer is to allow access to the new houses via Windmill Lane, then this quiet, unlit country lane will become even more of a dangerous "rat-run" for drivers and pedestrians than it already is.
3. The historic and culturally important Windmill will become virtually inaccessible to visit, as parking on Windmill Lane will be too dangerous if not impossible.

Summary

I accept that Balsall Common and Berkswell may have to have some new housing development for Solihull to meet its obligations. However I object to the current plans because:-

a) Sacrifice of Green Belt.
b) Too many houses for this area to accommodate.
c) Lack of infrastructure and resources.
d) Barratt's Farm and Windmill Lane are not the most suitable sites.
e) There are more suitable sites, e.g. Grange Farm is less impact and near current roads infrastructure plus there are brownfield sites in the borough that have not been chosen and will remain brownfield, even after all this proposed development.
f) We do not want an unnecessary bypass by "stealth".

Objection to site 3 in Balsall Common (Windmill Lane) on Solihull Council's draft Housing plan

As a resident of Balsall Common I would like to respond to the Council's Draft Local Plan with specific reference to Q15:
"Do you believe we are planning to build homes in the right locations? If not why not, and which locations do you believe shouldn't be included? Are there any other locations that you think should be included?"

I wish to object to the development of site 3 (Kenilworth Road, Balsall Common) and would propose that serious consideration be given to the development of site 240 (Wootton Green Lane, Balsall Common), as an alternative.
Having reviewed the draft plan, my objections are as follows:

a. The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the "very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated. If Balsall Common must be subjected to yet more unwanted development, it seems ridiculous that greenbelt can be released when there are so many other brownfield sites available.

b. Using the same criteria as the Council to assess sites, part- PDL site 240 outperforms site 3. Given that the area is larger than site 3, this site should be re-assessed by the Council with a view to allocation instead of site 3.

c. Site 3 scores poorly in relation to all accessibility criteria, as defined by SMBC, apart from the Primary School. As such most journeys to the shops, medical centre and railway station will have to be by car, adding to the existing congestion and parking difficulties

d. To alter the boundaries surrounding the Crest Nicholson developments on the Kenilworth Road (sites 22 and 23), in order to develop site 3, would directly contravene National policy, as these boundaries were regarded as permanent.

e. Site 3 is constantly used by a range of birds of prey, owls, herons, deer, a family of foxes, rabbits and bats along with many others that we haven't been privileged enough to see (such as the Great Crested Newt). The abundant wildlife in site 3 will be damaged under this proposal.

f. The addition of new housing on the Kenilworth Road has resulted in traffic jams and extra pressure on an already burdened infrastructure. To add to this on this side of the village seems absurd. The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to main employment centres.

g. The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

h. Balsall Common fails to meet the Council's own specified criteria for high frequency public transport and therefore is not a settlement with good accessibility. As such, the allocation of circa 20% of new housing in the Borough to Balsall Common, is in breach of SMBC's policy that "all new development should be focused in the most accessible locations".

i. The local primary school has already had to expand to take in more students and is already oversubscribed and bursting at its seams. As a result, the quality of education and care that the children are receiving is diminishing. Traffic around the school is a huge danger to the young children. Cars park all the way down Alder Lane towards the traffic lights, down Balsall Street East, Holly Lane, Gypsy Lane and throughout all of the housing estate near the school, resulting in cars being damaged and grid locked roads. There is often no crossing patrol and to cross the Kenilworth Road and Holly Road as an adult, you take your life into your own hands!

j. The phasing of all 3 proposed allocations for development to take place in years 1 - 5, at the same time as HS2 and the site at Riddings Hill, will place intolerable strain on the settlement. I live two fields away from the current development on the A452 and have been astounded by the constant noise from the construction. The vibrations from the pile drilling can be felt and heard in the house with the windows closed and I can only imagine what this noise would be like if it was right next door. The quality of life for my family through this proposed building period would be greatly damaged.

k. There will be insufficient time to effectively plan for and deliver the necessary improvements to both infrastructure and facilities, which are already overstretched

l. In particular, the current Primary School provision is wholly inadequate. This directly contravenes SMBC's stated intent to "manage the growth."

In light of the above, I would fully support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

3) The phasing of any development must recognise the impact and disruption of HS2

4) The necessary infrastructure to support any significant expansion must be identified and planned for alongside any development

5) SMBC consults on ALL PDL SITES, which fall within or are adjacent to Balsall Common, with a view to potential allocation with immediate effect to ensure the community is fully engaged

6) Site 3 is removed from the Draft Local Plan as it is not compliant with both National and Borough planning policies and, as such, is not sustainable.

I fully expect that the above objections will be taken into consideration and due process will be followed. I would expect Solihull council to make a stand and choose to protect green belt site and not be bribed by developers. Developers want to develop green belt sites as these are cheaper for them to develop on than PDL, which in my opinion is unethical and not in the interest of future generations.

I would also add that the previous development of the land by Crest Nicholson on the Kenilworth road has added to delays at the traffic lights and back up congestion at peak times. Site 3

I am responding to the Council's Draft Local Plan with specific reference to Q15:

"Do you believe we are planning to build homes in the right locations? If not why not, and which locations do you believe shouldn't be included? Are there any other locations that you think should be included?"

I wish to object to the development of site 3 (Kenilworth Road, Balsall Common) and would propose that serious consideration be given to the development of site 240 (Wootton Green Lane, Balsall Common), as an alternative.

The reasons for my objection are below, based on the outcome of the investigations undertaken by the BARRAGE action group and as such the evidence and supporting information can be found in their report.

1) Balsall Common fails to meet the Council's own specified criteria for high frequency public transport and therefore is not a settlement with good accessibility. As such, the allocation of circa 20% of new housing in the Borough to Balsall Common, is in breach of SMBC's policy that "all new development should be focused in the most accessible locations".

2) Moreover it is a settlement with limited employment opportunities and therefore most people have to commute to work by car. A significant expansion will add unnecessary pressure to the road network as well adding to the carbon footprint. There are no proposed Sprint Runs to mitigate for this.

3) The proposed allocation of 3 greenfield sites in Balsall Common, when there are 14 PDL (Previously Developed Land) sites available, would strongly suggest that due consideration has not been given to these sites. As such, the"very special circumstances" to justify inappropriate development in the greenbelt have NOT been demonstrated.

4) The development of site 3, being in the south of Balsall Common, will add to the congestion hotspots on the A452 caused by northbound traffic heading to the main employment centres.

5) The development of site 3 (200 units), in addition to the two sites currently under construction on the Kenilworth Road (115 units), will inevitably cause delays to drivers trying to access the A452. As a consequence, the risk of accidents will increase as drivers attempt to exit these sites in a situation even more difficult than it is today. Windmill Lane will become even more of a "rat run".

6) Site 3 scores poorly in relation to allaccessibility criteria, as defined by SMBC, apart from the Primary School. As such most journeys to the shops, medical centre and railway station will have to be by car, adding to the existing congestion and parking difficulties

7) To alter the boundaries surrounding the Crest Nicholson developments on the Kenilworth Road (sites 22 and 23), in order to develop site 3, would directly contravene National policy, as these boundaries were regarded as permanent.

8) The existence of the Berkswell Windmill (Grade II* listed building), as well as Great Crested Newts, a European protected species, has been overlooked in the Council's assessment. As the setting of this iconic landmark will be harmed, the proposal is in breach of National policy.

9) Using the same criteria as the Council to assess sites, part- PDL site 240 outperforms site 3. Given that the area is larger than site 3, this site should be re-assessed by the Council with a view to allocation instead of site 3.

10) The phasing of all 3 proposed allocations for development to take place in years 1 - 5, at the same time as HS2 and the site at Riddings Hill, will place intolerable strain on the settlement. There will be insufficient time to effectively plan for and deliver the necessary improvements to both infrastructure and facilities, which are already overstretched. In particular, the current Primary School provision is wholly inadequate. This directly contravenes SMBC's stated intent to "manage the growth."

In light of the above, I would support the recommendations from BARRAGE that:

1) A re-assessment is made of the appropriateness of significantly expanding Balsall Common, given its poor accessibility using public transport

2) If there is justification for significantly expanding Balsall Common, then an holistic view is taken as to where housing is best located, with due consideration to be given to the re-use of PDL sites in preference to "greenfield" as well as congestion hot spots

3) The phasing of any development must recognise the impact and disruption of HS2

4) The necessary infrastructure to support any significant expansion must be identified and planned for alongside any development

5) SMBC consults on ALL PDL SITES, which fall within or are adjacent to Balsall Common, with a view to potential allocation with immediate effect to ensure the community is fully engaged

6) Site 3 is removed from the Draft Local Plan as it is not compliant with both National and Borough planning policies and, as such, is not sustainable.

Reasons not to build on allocation 13 Shirley South
There is less than one kilometre of open green fields between Shirley and Dickens Heath at this moment, building on this land will leave a very narrow corridor/AIRFIELD of green belt land, with no public footpaths.
There is a clear boundary on the northern edge, a very well used public footpath, resurfaced by Solihull council after a local petition, and public amenity land.
As the only green space with public access in the south of Shirley, This land is very widely used by the local residents and is extremely important for the health and welfare of the local residents of all ages. I walk over these fields every morning on well-worn footpaths, along with many other local residents making it a very enjoyable social activity.
Concentrating 41% of housing in one area will greatly affect the local infrastructure, already overcapacity since the building of Dickens Heath. I understand the need new housing but, the allocation of sites needs to be much more evenly spread and be built in small pockets throughout the borough so as to not adversely impact on any one community. Why do Solihull Council want to build such a large concentration of houses in such a small area? It in no way benefits the local residents. I can only think of one beneficiary THE BUILDERS, please let me know if I am wrong. I though the Council were elected by the local residents for the local residents.
I do question decisions made by the council, why an island was removed from Blossomfield Road and replaced traffic lights is beyond belief, it will have cost a fortune, created chaos while the work was done, with no benefit.
I fully back the plan for a new dementia home on Tanworth Lane, just surprised it is not included in the Draft Local Plan.
There so little information given about possible access points to "Allocation 13" for this almost land locked site, could the council please let me know? If the information was available, I would be able to comment.
Future flood risk is of great concern as some of these fields are very water logged including 2 pools and a stream that feeds into the river Blyth. How will this affect ground water levels to existing homes in the area, I live off Neville Road that in recent years, has had installed a massive pumping station for storm water.
The wildlife on this site is extensive and diverse, taking so much habitat away in one go will decimate the eco system. Just to name a few, Woodpeckers, Bats Newts, Owls, Kingfishers and soon the Cuckoo will return.
I would like the council to demonstrate they have fully examined all other reasonable options for meeting their identified housing requirements before releasing Green Belt land using the ambiguous "exceptional circumstances" How many brownfield sites does Solihull council own? Powergen in Shirley has been empty for over 20 years.
Why are we taking on some of Birmingham's housing allocation, when they have extensive brownfield sites, all over the city? I am assuming this comes back to THE BUILDERS preferring greenfield sites. Why are the Builders put before the residents.
Alternatives
Move Lighthall school on to allocation 12, giving much better access. Leaving a brownfield site perfect for building houses.
The Draft Plan mentions getting ready for HS2. From the land availably map plots 23,128 and 195 are a much more logical choice as they are on the right side of Solihull to benefit from HS2.
